PM Modi to Shift to New ‘Seva Teerth’ Office; Kartavya Bhavan-1 & 2 to Be Inaugurated for Central Ministries
New Delhi, Feb 12: Prime Minister Narendra Modi will begin functioning from his new office complex at “Seva Teerth” on Friday as the Prime Minister’s Office (PMO) formally shifts from South Block, while the government will also inaugurate Kartavya Bhavan-1 and Kartavya Bhavan-2, newly constructed administrative buildings that will house several central ministries.
Officials said the twin developments mark a key phase in the Centre’s Central Vista redevelopment programme, aimed at modernising government infrastructure and consolidating ministries into purpose-built office spaces within the national capital’s central administrative zone.
The Prime Minister is scheduled to move into the new office complex, designed to serve as the principal workspace for the PMO and senior officials. Sources said the relocation has been planned in stages to ensure continuity in governance, with digital systems, communication networks and core administrative staff already shifted or in the process of being transferred.
Alongside the Prime Minister’s move, Kartavya Bhavan-1 and Kartavya Bhavan-2 will be inaugurated to accommodate various central government ministries and departments that are currently functioning from multiple locations across Delhi. Officials said the new buildings are equipped with modern office infrastructure, secure communication facilities and integrated workspaces to improve coordination between ministries.
The Kartavya Bhavan complexes are part of a broader plan to centralise government offices and reduce logistical challenges associated with operating from scattered or aging buildings. According to government sources, the new structures have been built with energy-efficient systems, advanced security arrangements and digital connectivity to support contemporary administrative needs.
The PMO’s relocation from South Block a historic building that has housed the Prime Minister’s office for decades is being described as a significant administrative shift. While South Block will continue to retain its heritage importance and may host select government functions in the future, officials said newer facilities are better suited for the technological and security demands of present-day governance.
Security agencies, including the Special Protection Group (SPG) and Delhi Police, have carried out extensive preparations for the Prime Minister’s move to the new office. Access control systems, surveillance networks and emergency protocols have been put in place at the Seva Teerth complex and the Kartavya Bhavan buildings.
Government officials said the transition is being managed to ensure that there is no disruption to policy work, cabinet coordination or public service delivery. Ministries shifting into Kartavya Bhavan-1 and 2 will do so in phases, with priority given to departments requiring integrated workspace and closer coordination with the PMO and other central offices.
The Central Vista redevelopment initiative includes construction of new administrative buildings, refurbishment of existing structures and improved public spaces along the ceremonial axis in New Delhi. The government has said the project aims to create efficient, secure and modern work environments for central ministries while preserving the historic character of landmark buildings.
Sources indicated that the inauguration of Kartavya Bhavan-1 and 2 will coincide with the operational launch of the new office facilities, though ministries may take some time to fully relocate staff and equipment. Senior officials have conducted inspections and readiness reviews to ensure the buildings are prepared for occupancy.
The Prime Minister is expected to begin holding meetings and reviews from his new office soon after the shift, with regular government business continuing without interruption. Officials said the move symbolises an administrative transition toward updated infrastructure designed to support faster decision-making and improved inter-ministerial coordination.
The Seva Teerth and Kartavya Bhavan projects are key components of the larger Central Vista Redevelopment Project, launched in 2019, to modernise the seat of India’s executive, legislature and public spaces. Earlier phases included the new Parliament building (inaugurated in 2023) and the first of the Common Central Secretariat buildings (which were opened in 2025).
